What Determines the Price of a Flight to Shanghai

Shanghai adds two items to the flight price.

First, Chinese authorizations. Each entry requires a permit from the Civil Aviation Administration of China (CAAC), crew authorization, and a distinct arrival slot. The application costs approximately 3,000 USD per entry, regardless of aircraft size. Since April 2026, air traffic control fees must be paid even before submitting the request: this is not a last-minute option.

Second, the empty aircraft positioning. Most jets flying to Shanghai are based in Europe or Southeast Asia. The journey to bring the aircraft to Shanghai, or to return it, can represent several hours of flight and is included in the quote. A grouped return, or a client flying in the opposite direction, can sometimes reduce this cost.

The calendar is clear. Chinese New Year (January or February) and October’s Golden Week saturate parking. The CIIE, the import expo held every November in Hongqiao, is the most predictable peak of the year: ten very busy days. Outside of these periods, business demand remains strong all year, without such a peak.

Hongqiao or Pudong: The Right Choice Depends on the Journey

Hongqiao is the business airport, about 13 km from the Bund and twenty minutes from Lujiazui. The Hawker Pacific private terminal, a joint venture with the airport authority, is 3,100 m², with two hangars totaling 10,000 m², with customs inside, lounges, and reserved parking. It is the gateway for regional flights, North Asia, and Southeast Asia.

Pudong, 30 km to the east, handles long-haul and very large aircraft: five runways, the main one being 4,000 m. There is no private terminal in the strict sense. Passenger reception is handled through the VVIP terminal. This is the choice for a transatlantic or transpacific flight, or for an aircraft that cannot be accommodated at Hongqiao.

Upon Your Arrival at Hongqiao

Upon international arrival, a customs and immigration officer boards the aircraft before disembarkation. A shuttle then takes passengers to the Hawker Pacific terminal, where formalities are completed inside. For a domestic or regional flight, the shuttle goes directly from the aircraft to the terminal, without this check.

From the gate to the car: generally 30 to 40 minutes for an international flight.

Hongqiao's Operating Hours

Curfew from 0:01 to 6:00. Private jet takeoffs are also prohibited between 7:00 and 9:00. Customs and immigration from 8:00 to 22:00. An arrival after 22:00 or before 6:00 must be arranged differently, and ground parking must be confirmed as early as possible.

Ground Parking

It is limited, often confirmed within 24 hours before arrival, sometimes only a few hours. Parking spaces are partly shared with commercial flights and diversions. During the CIIE in November, Golden Week in October, or the Chinese Grand Prix in March, Pudong becomes the alternative.

The Chinese Permit

All business flights to China require a permit from the CAAC, the civil aviation authority. The aircraft must be registered in the system at least 5 working days before the first application, then the landing permit takes 7 to 10 working days. Since April 2026, control fees must be paid in advance, or covered by a letter of guarantee, before submission. For an aircraft not yet registered, allow a minimum of two weeks between the decision and entry into China.

The two airports are connected by highway in approximately 45 minutes.

What are CAAC permits and how much time should be allowed?

The CAAC (Civil Aviation Administration of China) is the authority that issues flight authorizations for any foreign aircraft entering China. The aircraft must first be registered in the Preflight system (once and for all, at least 5 working days before the first application), then the landing permit is processed in 7 to 10 working days. Since April 2026, advance payment of ATC fees is also required before any submission. For an unregistered aircraft, allow at least two weeks between the decision to fly and entry into China.

Is there a curfew at Hongqiao Airport?

Yes. Hongqiao (ZSSS) imposes a curfew from midnight to 06:00 local time, which excludes any landing or takeoff during this period. GA takeoffs are also prohibited between 07:00 and 09:00. CIQ service operates from 08:00 to 22:00. These constraints structure flight schedules: an arrival planned in the early night must be anticipated, with parking requested as early as possible, as confirmation is often given only 24 hours before, sometimes just a few hours.

Which aircraft land at Hongqiao by private jet?

Hongqiao’s two runways (3,400 m and 3,300 m) accommodate almost all business jets up to heavy jets. Ultra-long-range aircraft like the Global 7000 or 7500 may encounter stand limitations due to their wingspan: in this case, Pudong, with its runways up to 4,000 m, is the natural alternative. Aircraft/stand suitability is systematically verified with the handler before flight confirmation.

How long does it take to reach the city center from the airport?

From Hongqiao, the Bund and Nanjing Road are 15 to 25 minutes by car from the FBO exit, depending on the time and traffic. Lujiazui and the Pudong financial district are 20 to 30 minutes away. From Pudong, allow 35 to 50 minutes for the city center by road, or 8 minutes by Maglev to Longyang Road station, then a connection.

Can I travel with a pet to Shanghai?

Importing animals into mainland China is subject to strict health regulations: official veterinary certificate, up-to-date rabies vaccination, identification microchip, and an import permit issued by the entry office before the flight.
